Primary Purpose
Provides supervision, coordination, and technical expertise for field Cathodic Protection (CP) operations to ensure compliance with Company policies and procedures and maintenance of system integrity. Directs the Cathodic Protection activities of the prescribed Gas Transmission pipelines within area of responsibilities. Responsibilities include all Cathodic Protection construction, alteration, operation, and maintenance of the districts' Cathodic Protection facilities that usually consists of 150 to 500 miles of pipeline with associated compressor station, producer and non-core customer facilities. Assures an effective safety program is maintained.

Duties and Responsibilities

  • Supervises Cathodic Protection (CP) employees to ensure compliance work is being completed on time. Facilitates additional training of employees on CP troubleshooting and interference mitigation. Directs employees with difficult CP areas and out of tolerance points. Provides mandatory training, coaching, and counseling in cathodic protection operations areas, including technical skill development and code compliance to direct non-management reports. Provides direction regarding cathodic protection construction, materials, and equipment assessing replacement, alteration, or installation. Responsible for meeting or exceeding goals of safety, satisfaction, savings and service operations. Conducts job observations, field rides and audits to ensure quality and performance expectations are met. Fully supports the values and initiatives of the organization. Drives employee accountability and responsibility in the areas of safety, environmental compliance and job performance. Supports achieving the most cost effective operations and maintenance of cathodic protection facilities in the district(s). Maintains strong financial performance of the District, provides input on district budget. CP Operations has $185,000 budget to maintain CP facilities throughout the region. This includes but is not limited to purchasing rectifiers, coating replacement, ETS installation, and specialized CP tools for the employees.
  • Directs and supports the implementation of new Cathodic Protection policies, procedures, and processes as they relate to the installation and maintenance of Cathodic Protection on Transmission pipelines and facilities. Reviews Gas Standard updates and incorporates the appropriate changes to the installation of new CP facilities to ensure the installations are up to code. (GS 186.006 was updated recently to have tracer wire installed on all CP conduit. Supervisor works with Technical Services to incorporate the change into the design of CP facilities.)
  • Assists in the design and planning of new cathodic protection installations including deep well anodes, electrical isolation, and rectifier stations.
  • Evaluates adequacy of cathodic protection systems through periodic measurements.
  • Directs the retention and maintenance of appropriate cathodic protection records and test documentation.
  • Analyzes cathodic protection related pipeline failures to determine trends in materials and or components and helps determine the treatments and techniques for the inhibition and mitigation of corrosion, microbial growth and scale.
  • Establishes and administers self audit program that ensures timely and accurate completion and reporting of all cathodic protection activities.
  • Ensures compliance with GO112E and DOT required pipeline reads. Reviews all work orders to verify field data and date are completed within the parameters of the CFR 192. (Ensures employees are meeting deadlines and parameters set for by the code of federal regulations. CP criteria, read window, operator qualifications, follow up work order.)
  • Manages the development, implementation, and administration of operations corrosion control programs.
  • Performs other duties as assigned (no more than 5% of duties).

NOTE: This position may be filled at the following locations: Victorville, Beaumont, Blythe, Needles, El Centro.

$88600 - $144900 / year


Education

  • Bachelor's Degree or equivalent years of experience required.
  • College course work in mathematics, physics, chemistry, electrical theory, and geology required.

Experience

  • 5 Years of Cathodic Protection experience required.
  • NACE Certification CP1 required.

Knowledge, Skills and Abilities

  • Possess strong leadership skills to enable organizing, planning, coordinating and facilitating activities in operations and employee development.
  • Knowledge of asset management systems SAP & Maximo
  • Knowledge of transmission operations, procedures, policies and general knowledge of the area's operations
  • Knowledge of the Union Agreement, OSHA, construction safety, D.O.T. and Operator Qualification program
  • Must be able to prepare written communications on technical and non-technical matters for various levels of management.
  • Must clearly and concisely communicate technical information and concepts with various levels of management in both formal and informal settings.
  • Knowledge of basic engineering practices and concepts, and Company operating practices and policies.
  • Must be proactive in enabling self-directed work teams while being innovative in the utilization of a diverse departmental workforce.
  • Must have ability to plan, organize and coordinate multiple activities.
  • Must possess the ability to review problems and propose innovative solutions, which involve technical, operational, and economic issues, and may link new concepts and technologies.
  • Basic computer knowledge. Knowledge of spreadsheets and database analyses tools.

Other Qualifications

  • Must be able to travel within service territory
  • Participates in On-call rotation
  • This is a safety sensitive position requiring DOT drug testing.

Licenses and Certifications

  • Valid drivers license required.
  • NACE Certification CP1 Required
  • NACE Certification CP2 Preferred
